Achieves success for four years in a row in awards programme

Hodson Bay Group has been named as one of Ireland's 'Best Managed' companies in this prestigious Deloitte Awards Programme for the fourth year in a row%2C recognised at a gala awards dinner in the Burlington Hotel in Dublin on 1 March 2013.

Hodson Bay Group has been named as one of Ireland's 'Best Managed' companies in this prestigious Deloitte Awards Programme for the fourth year in a row, recognised at a gala awards dinner in the Burlington Hotel in Dublin on 1 March 2013. Former Taoiseach, Chairman of IFSC Ireland and EU Ambassador to the EUR, John Bruton, was special guest speaker at the event.

The programme recognises indigenous Irish companies across the island of Ireland which are operating at the highest levels of business performance.

Companies that are recognised for four years running are awarded with a special 'gold standard' accolade. Only 14 companies were designated with the gold standard this year.

Speaking after the Hodson Bay Hotel Group was presented with a Deloitte Best managed Company Award, Company Chairman Mr John O'Sullivan said that it was a great source of personal pride to see the company, which he founded over 20 years ago and now under the stewardship of a young dynamic group of directors being acknowledged by the judges for their performance. Mr O'Sullivan attributed their success to the loyalty, friendliness and professionalism of the staff and a relentless pursuit of excellence by the directors in the areas of people, process and product development.

Currently the Group own and operate the Hodson Bay Hotel on the shores of Lough Ree, The Galway Bay Hotel on Galway City's seafront and the new Sheraton Athlone Hotel, which sits amongst a family of top retail brands in The Athlone Towncentre retail development. What would Ireland have been like had Saint Patrick not come here? A hypothetical question, you might say but a valid question nonetheless. The layers of history that have built up since the time of Patrick have compacted popular fables with historical facts. Our childhood recollections paint the image of Saint Patrick as the person who banished the snakes from our little country and left us the shamrock as a lasting symbol of our Christian faith.
Historians tell us that before the arrival of Patrick, we were a pagan people; a pagan people who worshipped pagan symbols like the sun. We are told that the young Patrick came to our isle not as a voluntary tourist but as a boy captured into slavery. It was against this bleak background of slavery and paganism that the voice of God stirred up something in the young Patrick. Why in God’s name did Patrick ever risk coming back to Ireland when he got the chance to escape in the first place?

Maybe Patrick had to finish the work God set out for him. But the young Patrick did return to our isle to complete the work God had called him to; the work of conversion. In a  relatively short period of history, not alone had Patrick convinced the pagan Irish of the richness of the Christian faith but he stirred up a missionary zeal in us to go out and bring that faith to others. In a few short years, we had moved from being the pagan Irish to an evangelising Irish, anxious to spread the gospel message.

But the challenge for us now is not to look back on our history and reminisce on times past. The real challenge for us as twenty first century multicultural Irish is to look at our present and the kind of Ireland we will leave to generations as yet unborn. We are constantly being reminded of the economy that we will leave to our children and our grandchildren but surely we are more than just consumers and our land more than just an economy. The challenge for us like Patrick is to listen to the voice of God in our lives  today and to make that voice and message alive in our lives.

Our challenge for us in the Ireland of today is no longer snakes or slavery but the challenge to keep alive a Christian faith that has been rocked by scandal and suspicion. It was against a bleak background of slavery and paganism that the young Patrick felt empowered to spread the gospel message. The background that lies behind us today is not without its’ own share of bleakness but surely that bleakness should not stop us rising to the challenge. We Irish are a resilient people who show what we’re made of in the face of challenge.

There are greater things that we can leave our children than an economy or a bank account. We can leave them a belief in a God that will see them through the bleakness of whatever background clouds their day. We can leave them a faith that will sustain them through snakes and slavery!

Music, entertainment & buskers throughout the parade.  Children’s magic show - Civic Square 3:15-4:15 p.m.   Bouncing castle - Civic Square from 2-4 p.m.  All children’s entertainment free of Charge.  Parade will be lead by the Athlone Army Band & Midland Vintage Cars.

Personal Employment Pathway Service

A new free assessment, career guidance and job-seeking service has been launched by the National Learning Network in County Westmeath. The Personal Employment Pathway service (PEP) aims to provide support and assistance to people with disabilities who are looking to advance their careers by gaining further qualifications or obtaining employment. National Learning Network is inviting people to join the programme which has commenced in its centre’s in the Blyry Industrial Estate, Athlone and Fair Green House, Mullingar. 

National Learning Network PEP Programme

To secure a place on the programme participants must be aged between 16 and 65 years of age; be in receipt of a disability benefit payment such as disability allowance, invalidity pension, injury benefit, illness benefit, blind pension, disablement benefit, and incapacity supplement and be resident in County Westmeath. An outreach service in communities will be available for those who are not in a position to attend one of the urban centres. Participation in the service does not affect social welfare payments.

The PEP service, which will be delivered by National Learning Network facilitators, will include a one-to-one assessment of the participant’s individual needs, career planning, job-seeking skills, and training and education supports. Adrian Stewart, Regional Manager, National Learning Network, explains, “Our instructors will work with each person individually to identify their strengths, weaknesses and skill gaps before drawing up a tailored education and training plan. Here in National Learning Network we focus on a person-centred approach and we put a strong emphasis on identifying and finding solutions to any personal barriers and challenges that are preventing the person from returning to employment.”

The programme is part of the Department of Social Protection’s Disability Activation Project which is jointly funded by the European Social Fund and the Department of Social Protection and managed by Pobal.

The chaplet will be recited after 9:30 a.m. Mass in St. Mary’s Church each morning & at 6:30 p.m. in Coosan each evening commencing on Monday 1st April and concluding on Divine Mercy Sunday 7th April at 2:30 p.m. in St. Mary’s Church with Exposition and devotions.   In keeping with Divine Mercy norm you should start your chaplet Novena on Good Friday.

Know Your Rights: Motorcycle driving test

Question

I am aged 19 and I have a learner permit for a category A motorcycle. I hope to do my motorcycle driving test in the next few months. While I know there have been changes to driving licences, will I still be able to do the category A driving test?

Answer

No, you will not be able to sit the driving test for a category A motorcycle as the new minimum age to hold a category A driving licence since 19 January 2013 is 24.

There is now a new A2 motorcycle category for those aged 18 and over, so you can sit the driving test for a category A2 driving licence instead. The type of motorcycle which you must bring to bring to a category A2 test must be a minimum of 395cc cylinder capacity and engine power between 25kW and 35kW.

If you wish, you can present your category A learner permit at the test. However, as your pre-January 2013 category A learner permit restricts you to riding a motorcycle of 25kW, you will have to bring a motorcycle of exactly 25kW to the test. If you pass your driving test, you will be issued with a category A2 certificate of competency.

Alternatively, you can apply for a new category A2 learner permit, which allows you to ride a motorcycle of up to 35kW. You can then bring a motorcycle of between 25kW and 35kW to the driving test. However, a new learner permit costs €35.

Once you have passed the test and have a category A2 certificate of competency you can apply to your local Motor Taxation Office for a category A2 driving licence.

Know Your Rights: Capital Acquisition Tax

Question

Following a recent death, I am inheriting some money. Will I have to pay tax?

Answer

If you receive an inheritance following a death, it may be liable for inheritance tax. Inheritance tax is a type of Capital Acquisition Tax (CAT) which also includes gift tax. You can receive an inheritance tax-free up to a certain amount. The tax-free amount or threshold depends on the relationship between you and the person from whom you are inheriting the money.

•    Group A applies where you are the child, stepchild or adopted child of the person giving the gift or inheritance. In certain circumstances it can apply to a parent getting an inheritance.
•    Group B applies where you are the parent, grandparent, grandchild, great-grandchild, brother, sister, nephew or niece of the giver.
•    Group C applies to any relationship not included in Group A or B.

Since 5 December 2012, the CAT threshold for each group is as follows:

•    Group A – €225,000
•    Group B –   €30,150
•    Group C –   €15,075

Inheritance tax is payable when the value of your inheritance (together with any other gifts and inheritances you have already received from within the same group since 5 December 1991) exceeds the tax-free amount or CAT threshold. There are a number of tax exemptions and reliefs. For example, you do not have to pay tax on gifts or inheritances from a spouse or civil partner.

If you do have to pay inheritance tax, it is charged at 33% since 5 December 2012. The tax only applies to the amount over the group threshold.
As CAT is a self-assessment tax, you are obliged to file a tax return. You must file a return when the total benefits you have received exceed 80% of the threshold. If the money you have just inherited exceeds 80% of the threshold by itself, Revenue will ask you to file a return. Form IT38 (Inheritance Tax/Gift Tax Return) must be filed online through ROS, Revenue's online service.

Know Your Rights: Duration of Jobseeker's Benefit

Question

I have recently lost my job and I am applying for Jobseeker's Benefit. How long can I get the benefit for?

Answer

Jobseeker's Benefit is a weekly payment from the Department of Social Protection (DSP). It is paid to people who are out of work and are covered by social insurance (PRSI).  If you qualify for Jobseeker's Benefit, how long you will get it for depends on how many paid PRSI contributions you have.

Before April 2013, if you had at least 260 paid contributions you could be paid Jobseeker's Benefit for up to 12 months. If you had less than 260 paid contributions you could be paid Jobseeker's Benefit for up to 9 months. If you were aged under 18, you would only get Jobseeker's Benefit for a maximum of 6 months.

The length of payment for Jobseeker's Benefit is now being reduced by 3 months. For people with at least 260 paid PRSI contributions, it is reduced from 12 months to 9 months. For those with less than 260 paid PRSI contributions, it is reduced from 9 months to 6 months.

People already getting Jobseeker's Benefit for 6 months or more on 3 April 2013 (3 months or more for people with less than 260 contributions) are not affected.

Know Your Rights: Voluntary PRSI contributions

Question

I intend retiring at age 60 later this year. What should I do to make sure I qualify for the State Pension (Contributory)?
Answer
There are rules about the number of PRSI contributions you must have to qualify for the State Pension (Contributory). If you are aged under 66 and you are no longer working and paying PRSI contributions or signing for credits, you may be eligible to make voluntary contributions to help maintain your social insurance record.

To be eligible to make voluntary contributions you must:

•    Have a certain number of PRSI contributions paid under compulsory insurance in either employment or self-employment
•    Apply to make your voluntary contributions within 12 months after the end of the last completed contribution year during which you last paid compulsory insurance or you were last awarded a credited contribution
•    Agree to pay voluntary contributions from the start of the contribution week that follows the week in which you leave compulsory insurance.

The number of paid PRSI contributions you must have to become a voluntary contributor is changing. Up to 6 April 2013 you had to have at least 260 PRSI contributions paid under compulsory insurance. From 6 April if you want to become a voluntary contributor you will need to have at least 364 PRSI contributions paid.

The rate of voluntary contribution you will have to pay depends on the last Class of PRSI you pay. If you paid PRSI at Class A, E or H you pay a contribution rate of 6.6% of your reckonable income in the previous tax year, subject to a minimum payment of €500. If you paid PRSI at Class S you pay a special flat rate of €500.

You must pay the full contribution for the year no later than 5 months after the end of the year in which the payment is due.
To become a voluntary contributor, you must complete application form VC 1 and return it to Client Eligibility Services, Social Welfare Services, Cork Road,
Waterford.

Water Disruption Notice

Athlone Town Council wish to advise that due to a burst watermain, customers in the
Assumption Road, Tormey Villas, Beechpark and Montree areas in Athlone will experience disruption to their water supply today 2nd April, 2013. 

A Water Container has been set up outside No 31/32 Assumption Road to distribute water to the local areas affected.
 
Repair crews are on site, but supply may not be fully restored until late afternoon.

Athlone Town Council apologises for any inconvenience caused and wish to thank all
those affected for their patience.

Meet and Walk, Meet and Spin

Now that the evenings are longer, there is no excuse for not getting active! Westmeath Sports Partnership are currently running  two programmes in Athlone, that can help you get moving – Meet and Walk programme and Meet and Spin programme!

‘Meet and Walk’

There is a walking group meeting on Monday mornings at 9:30 in Montree Car Park at 9:30am for an hour long lead walk. Also, starting from Thursday 11th April from AIT outdoor sports track, there is a tutor led walking group starting at 7pm for an hour. These sessions are free and open to all abilities.

‘Meet and Spin’

Westmeath Sports Partnership is linking up with Shannonside Cycling Club and setting up a “Meet and Spin” group in Athlone. The group is for the recreational cyclist, someone who hasn’t been on a bike for a long time and looking to get back into cycling; or for a pure recreational cyclist who just wants some company of a short leisure spin. The group will have leaders to help them along and bike and helmet will be provided if you don’t have them.

The group will meet in the The Bounty, Athlone at 5pm on Thursday evening, starting Thursday 11th April.  The first spin will be short at a nice easy pace, any type of bike will do and if you don’t have a bike, come along any way and we provide one for you. There is no cost, so no excuses; this is your chance to get back on the bike!!

In addition to these programme we are also running two workshops for Sports Leaders/Coaches/administrators.
The first is National Children’s Officer Course – this course is for those who hold the position of Children's Officer within their Clubs/Organizations and have completed the basic awareness Code of Ethics for Children's Sport course. By following the principles, policy and practice guidelines contained in the course, adult sport leaders will be empowered to fulfill the requirements of the Children's Officer Role within their respective organizations. This course will take place on 20th April at 10am to 4pm in County Buildings, Mullingar.

The second workshop is on Garda vetting for sports club and the new legislation. This is a 2 Hour Seminar, which is open to all clubs and sports volunteers, and takes place on Thursday 25th of April from 6.30 to 8.30pm. The seminar will outline the impact the new Children's legislation has upon sports clubs and volunteers. Venue is Westmeath County Council Executive Lounge, Mount Street , Mullingar .This is very important information and it is recommended every club should be represented.

Minutes of the March Monthly Meeting of Athlone Town Council, which was held in the Civic Centre, Church Street, Athlone at 6.00 p.m. on Monday 4th  March 2013.

Matters Arising:

The Town Clerk advised Cllr. Moran that arrangements have been made to have the two derelict houses in Battery Heights boarded up and if they are not done already, they will be in the next couple of days.

The Acting Town Engineer advised Cllr. Shaw that signage throughout the town has been upgraded recently and two new signs for O'Connell Street Car-Park will be erected in the near future.

Draft Athlone Canal Study:

The Mayor welcomed Terry McCague, Senior Planner and Laura Courtney, Housing Agency to the Meeting and she gave a presentation on the Canal Study, outlining the major issues involved and the possibilities for future development, all of which can be linked in with objectives of the new Town Development Plan.

Cllr. O'Rourke and all the Members welcomed the Study which they agreed opens up lots of opportunities for one of the town's greatest assets. They acknowledged that funding may be a difficulty but hoped projects can be undertaken in phases. Cllr. Hogan asked that the Plan for the Battery Heights Regeneration be incorporated into the Study, while Cllr. Moran asked that the possibility of accessing the river from boats be investigated. A little concern was expressed over the safety aspect of re-watering the canal, especially near the playgrounds.

The Director summed up stating that if the Members agreed, the Study could go on public display for a month and be sent to all concerned groups. Costings can be carried out to enable the prioritising of projects and a Report will be brought back to the Members at a future Meeting, possibly June.

"We hereby agree to place the Draft Athlone Canal Study on public display for a period of one month"

Pedestrian Crossing at Mardyke Street:

The A/Town Engineer informed the Members that it is proposed to install a Puffin Crossing in Mardyke Street at location shown on circulated map. He said this type of crossing is safer that a Pelican Crossing as it detects pedestrian and vehicle movements. The Director advised that funding is in place but the work if approved, will not be done until after the completion of the Watermain Rehabilitation Works.

The Members welcomed the fact that the pathway and steps at Liam McCormack's Shop will be made safer and wheelchair accessible as part of this work, but expressed concern about the existing pedestrian crossings in Church Street. It was agreed that these would be reviewed as part of the installation of the new crossing.

"We hereby approve of the provision of a Puffin Pedestrian Crossing at Mardyke Street in accordance with the drawing circulated".

Tour Bus Parking:

The A/Town Engineer circulated a Report on the review of bus parking in the town, which outlined existing spaces and the options considered for providing further spaces. The recommendation was for two spaces being provided at the back of the Castle, close to the newly opened amenities, with safe area for passengers to enter/exit buses and little visual impact by the buses themselves. Members expressed concern over the loss of 13 car parking spaces and the safety of tourists at the boats but the Director advised them that O'Connell Street Car-Park is now providing 53 new spaces over last year and the pedestrians will be separated by a railing. He said it was always intended to pave and pedestrianise this area and the two bus spaces can be incorporated into this plan now.  The proposed two buses will have greater capacity than the 13 car parking spaces and should therefore increase footfall.  The provision of a Dublin to Galway cycle-way is at route selection stage, with a grant of €750,000 being provided for its design from Maynooth to Athlone and it is hoped that this area might form part of it, so there will be a 3m space between the buses and the river.

"We hereby approve of the provision of two bus parking spaces at the rear of the Castle as outlined on the circulated drawings".

Block Grant 2013: 

The A/Town Engineer circulated proposals for expenditure of the Block Grant (€326,700) for 2013. The Members welcomed the proposals which they noted included most of the issues that had arose through the past year.

Review of General & Supplementary Development Contribution Scheme:

The Members welcomed the proposed changes which the Director outlined in the General and Supplementary Development Contribution Schemes. There will be an overall reduction of 25% on current charges to reflect the change in economic times and up to 50% in the core retail areas. Waivers will also be clarified and extended. The Director advised the Members that these Draft Schemes will be subject to public consultation for a period of six weeks and will first be brought before the County Development Board. Following the consideration of submissions etc. the final Schemes will be brought back before the Members for their adoption or otherwise at a future Meeting.

"Pursuant to the provisions of the Planning & Development Acts 2000 – 2012, we hereby approve of the placing of the Draft General Development Contribution Scheme on public display"

Managers Orders:

The Members noted the summary of Managers Orders as circulated.

Questions:

1.  Cllr. A. O'Rourke:
What is the status of the remedial works that was due to be carried out by now to  houses 1-6 Battery Heights to deal with the serious dampness affecting all 6 houses?

Reply: Energy Efficiency works were undertaken on these houses in 2012. An up to date inspection will be carried out in the coming weeks to determine if further repair works are necessary.

2. Cllr. A. O'Rourke:
Can the Council carry out temporary road surface repairs ahead of the Mains Rehab work on Bastion Street, O'Connell   Street and down Pearse Street where the road has subsided in places and in general is in very poor condition?

Reply: These works will be carried out in the coming days.

3.     Cllr. K. Moran:
Could the Council establish who owns the wall at the back entrance to Dunne's Stores at Montree, as it   is dangerous and in need of repair?

Reply: This wall has been inspected and its stability is a cause of concern.  Barriers to protect public safety have been erected and the Council will ensure that remedial works are undertaken by the owner(s).  

4.    Cllr. K. Moran:
When will work commence on the repair of the wall at the bottom of Connaught Street car-park and the erection of a barrier?

Reply: This work has been programmed to be undertaken this week.

5.      Cllr. P. Hogan:
Will this Council remove fallen tree in Retreat Park? (Details with Town Engineer)

Reply: This matter has been dealt with.

6.     Cllr. P. Hogan:
What is the current position with the contract for public lighting, as up to 50 lights were in need of repair recently?

Reply: There are 9,560 public lights for which Westmeath County Council/Athlone Town Council have responsibility.  Bulb failure is the predominant cause for lights to out.  The average life span of a typical PL bulb is less than 3 years, depending on type, switching regime and a number of external factors including current fluctuations etc. In any one year we would expect to replace 1520 bulbs on average.

We have a contractor, Electric Skyline who currently provides the public lighting maintenance services for the county.  As part of this service, this contractor carries out night patrols on a monthly basis of every light in the county.  Most of our light faults are identified on this basis.  A small portion of the faults may be identified by the General Public mainly through the "Tell Us" facility on the Councils homepage.  The target response time for repairs so identified is 10 working days.

Supplementary question: How often are the patrols?
The Director advised that the patrols take place once a month in wintertime and once every two months in summertime.

7.     Cllr. A. Shaw:
When is the construction contractors scheduled to commence on site at Garrycastle  Bridge?

Reply: Pre-commencement contractual approvals have been on going for the past number of weeks.  It is intended that the contractor, Jons Civil Engineering Company Ltd. will commence works on site in approximately 2 weeks and the programmed construction period is 60 weeks.

8.      Cllr. A. Shaw:
Can the Town Engineer provide a summary of his recommendations following his inspection of the road crossing outside the entrance to Cornamaddy School?

Reply: Following an inspection by the Town and Area Engineer, road markings have been renewed and reflective strips on the bollards will be renewed in the coming weeks.

Correspondence:

The Town Clerk informed the Members that the following correspondence had been received:
•    Acknowledgement from the Minister for Justice & Equality concerning begging.
•    Acknowledgement from the A/Returning Officer re reduction in Polling Stations in AE.
•    Letters from Forward Planning concerning the Draft Town Development Plan and the List of Protected Structures.

It was agreed to circulate the correspondence together with notifications for conferences and resolutions from other councils.

Motions:

Deferred Motions:

(a)  Cllr. A. O'Rourke:
"For this Council to prepare and forward a proposal to the Minister for the Environment, Community and Local Government calling on the Minister and the Government to amend The Valuation Act 2001 so that state bodies located in towns and cities around Ireland are no longer exempted from an annual rates charge to their respective local authorities"  

Response: Such a proposal can be submitted to the Minister if the Members so wish. It was agreed to do so.

(b)  Cllr. A. O'Rourke:
"For this Council to write to An Post and insist that the practice of leaving free publications like The Eircom Phone Book and The Golden Pages on doorsteps, footpaths and pillars outside premises and houses be stopped with immediate effect as it causes a litter risk"

Response:  The Council will issue such a letter in the Members so wish. It was agreed to do so.

(c)  Cllr. A.O'Rourke:
"For the Council to undertake an assessment of the brown motorway signs in and around the Athlone area to assess the effectiveness of their night-time reflective qualities as some signs seem to have deteriorated in this regard"

Response: The Town Engineer will refer this matter to the Sign Maintenance section of the NRA, who maintain all signs on National Roads.
The A/Town Engineer stated that there is a problem nationwide with the reflectivity of the signs which are all relatively new but they may need to be replaced.

Motions:

(a)    Cllr. K. Moran:
"That this Council upgrades the landscaping on both sides of Battery Bridge and paints the railings"

Response: The bridge railings will be painted and some planting carried out at this location in early summer 2013.
Cllr. Moran asked that a bridge nameplate also be provided.

(b)    Cllr. K. Moran:
"That this Council discusses the possibility of putting up another billboard beside existing billboards to promote sporting events in the town"
&
(i)   Cllr. A. Shaw:
"That this Council would review the Council's notice boards erected in 3 locations around the town and consider their replacement due to the deteriorating quality of the boards and replace them with larger boards to facilitate more community groups.  I also propose that the Council stipulate a generic size of 8' X 2' for all posters going forward so that more community groups can be facilitated"

Response: This issue is currently being examined and it is proposed to provide additional boards and a reduction in permitted sign sizes.
Cllr. O'Rourke asked that technology be investigated to cater for information posters, while Cllr. Shaw pointed out that existing signs are beginning to rot. It was agreed to come back to a future meeting with detailed proposals.

(c)    Cllr. K. Moran:
"That this Council upgrades the road between Rindoon and the Bog Road"

Response: This section of road has been included in the 2013 Block Grant.

(d)    Cllr. J. Henson:
"That this Council takes steps to meet with the residents of Newtown Terrace to discuss the ongoing difficulties being experienced by the said residents in relation to parking in the terrace, with a view to putting in place an appropriate solution to same"

Response: A meeting will be arranged with representatives of the Residents.

(e)   Cllr. P. Hogan:
"That Athlone Town Council writes to the Taoiseach to extend the State's   apology to girls and women of St. Gabriel's Laundry, Athlone and include any survivors in any subsequent redress scheme"

Response: The Council will issue such a letter in the Members so wish.
It was agreed to do so.

(f)     Cllr. P. Hogan:
"That this Council upgrades the steps at Burgess Park as they are in disrepair and    unsightly in Summer"

Response: An inspection and clean-up of the steps will be undertaken once the Shannon water level recedes.

(g)     Cllr. P. Hogan:
"That this Council discusses the merits of tabling a subsequent motion based on   Section 140 of the Local Government Act 2001 to prevent the Local Authorities from increasing the rents on Council tenants"

Response: The level of rents payable by Council tenants is currently determined in accordance with the Rent Scheme adopted by the Members. A rent review for each tenant is normally undertaken on an annual basis and the rent payable may rise or fall as a result of any changes in household income.
Members felt that this motion is premature as there is not enough information on the property tax yet. It was agreed to wait for more detail to see if Council tenants will be affected.

(h)     Cllr. A. Shaw:
"That this Council issues an invitation to Henry Healy to make a presentation to this Council in relation to Ireland Reaching Out initiative which is being rolled out across the country and is interlinked with The Gathering 2013.  Henry Healy is the Community Leader with Ireland Reaching Out"

Response: Such an invitation can issue if the Members so wish.
It was agreed to issue the invitation.

Programme Announced for 61st RTÉ All Ireland Drama Festival

RTE All Ireland Drama Festival 2013

Two times champions, Estuary Players from Dublin will lead the field of nine drama groups when the 61st RTÉ All Ireland Drama Festival gets underway at the Dean Crowe Theatre, Athlone from Thursday 2nd to Friday 10th May inclusive.
The competition is the All Ireland Open Finals, and the nine competitors have earned their place in Athlone having qualified from a series of preliminary festivals held throughout Ireland over the past number of weeks. Some 29 groups participated in the ‘circuit’ and those who have made the cut for the final showdown will present a standard of production which is unequalled outside of the professional stage and indeed, some argue, is well on a par with some of their professional counterparts.

At a gathering at the theatre last Sunday at which the running order was decided, new Festival Director, Joe MacCarrick said audiences will be treated to a rich and varied programme of Irish and international theatre. “The programme has all the ingredients a festival audience could wish for. We have comedy, tragedy, power and passion which is the essence of theatre. These productions  will fulfil our desire for entertainment and indeed some will stretch our emotions to their limits, providing plenty of fuel to inform after-performance debate. It will be an utterly captivating experience”, said Joe.

Representing the Festival’s main sponsors, RTÉ, Karina Buckley said that the national broadcaster was delighted to be involved with the festival as it fits perfectly with the station’s commitment to the arts and the community. Apart from the usual broadcasts from Athlone during Festival Week, RTÉ hopes to set up an interactive space on site where people can engage with a behind-the-scenes look at programme making.

The vastness of God’s love is truly beyond our imaginings. In today’s gospel we see it demonstrated by the miracle by the seashore. Weary from a long night, the disciples are discouraged and empty-handed. Before they completely despair, Jesus appears on the shore. As the nets fill to bursting, the Lord of abundance is recognised.

God wants nothing more than to overflow our empty nets, particularly when life feels most challenging or burdensome. At the moments when we feel empty, He is waiting for us, ready to reveal Himself once again and fill us with food for the journey.

Our generous God comes to us to fill us so that we can then turn to others. ‘Feed my sheep,’ says Jesus. ‘Tend my lambs’. ‘Follow me’. Our love of God, and His love for us, is most powerfully revealed when we become the givers of those gifts to others.

Westmeath GAA Notes 14 April 2013

National Hurling League Final:

There was disappointment for all Westmeath GAA supporters in Tullamore on Sunday 14th April as the County Senior Hurlers failed to gain promotion to Division 1B of the National Hurling league following a very poor display against Laois. There were high hopes that Westmeath could do the double on Laois and make the jump to a higher Division for 2014 but unfortunately, Brian Hanley's side never got out of the starting blocks and The O Moore men were full value for their 3-14 to 1-9 win. Westmeath did make the brighter start with Derek Mc Nicholas on the mark with a pointed free inside the opening minute but that lead was short lived as John Brophy pounced for the first goal after four minutes. The same player claimed a second goal six minutes later and Seamus Plunketts side held a 2-07 to 0-06 half time lead. The second half saw Laois in control for the majority of the time though Brendan Murtagh's goal did offer a glimmer of hope midway through the half. Despite some valiant work by Peter Collins and Adam Price in defence, the scoring threat on Sunday just did not function with only one point from play being garnered over the course of the seventy minutes. This wasn't the result we wanted and will mean that there is a lot of hard work to be done for the first round of the Leinster Championship on Saturday 5th May against Antrim. The Saffrons held on to Division 1B status with a narrow win over Carlow on Sunday which will certainly give them a boost. Westmeath are far better than they showed last Sunday so hopefully the players can lift themselves for the challenges that lie ahead. They are more than capable of surmounting Antrim in three weeks time, once the belief is there.

Leinster Minor Football Championship:

Tommy Carr's Westmeath Minor footballers had to do it the hard way when overcoming Wexford in the opening round of the Leinster Minor Football championship at Cusack Park on Saturday 13th April. Trailing for the majority of the game, Westmeath came good with a strong finish to take the spoils on a 1-10 to 0-10 scoreline. This is a huge boost to the team and team management as they never had a full hand to deal from in the recent Leinster Minor league and were not at full strength on Saturday due to a number of injuries to panel members.As stated, Wexford led from the first minute until the 58th minute when Luke Loughlin brought Westmeath level before giving them the lead with a terrific point from 40 metres. Straight from Dylan Cloke's poorly-struck kick-out, the Lake County won possession again and substitute Kieran Shanley fired home the only goal to complete the comeback.

Pat O'Rourke's Wexford team dominated possession in the first half, but their accuracy let them down as they led by 0-6 to 0-4 at the break.
The Slaneysiders had extended their lead to 0-9 to 0-5 before Westmeath finally came to life in the final quarter. Substitute Robert Hickey made a big impact, but it was Loughlin who led the comeback with some well-taken scores. When The Downs clubman made it 0-9 each, the momentum had switched decisively to the home team. Westmeath scored 1-5 without reply to lead by 1-10 to 0-9 in injury-time before the shell-shocked visitors managed a late consolation score. Wexford now face Carlow in the first round of the losers' group on 24th April while Westmeath will await winners from the round robin section with the Leinster Quarter final pencilled in for the weekend of 11th May.

Local Championships begin

Next weekend sees the commencement of the Senior,Intermediate and Junior Football Championship with games commencing on Friday 19th April and covering all of next weekend. The race for the Flanagan, Geraghty and Daniels cups starts with a full round of fixtures covering all 32 football clubs in the county.
The Senior Championship sees some very interesting pairings indeed. In Section A of the SFC, Maryland and The Downs have the honour of kicking off proceedings with Neighbours Killucan and Kinnegad following on in a double header in Cusack Park on Saturday 20th April. Tyrrellspass and St Lomans from Section B open proceedings at HQ on Sunday 21st April with Bunbrosna and Mullingar Shamrocks from Section A completing the double header at Cusack Park. Athlone and last years Intermediate champions CFCW travel cross country to Kinnegad on Sunday 21st April for a unique encounter while Tubberclair host Garrycastle and Castledaly also on Sunday 21st April in a local derby. The Intermediate championship which is always very competitive sees six games in total covering Saturday and Sunday with Ballymore V Tuberclair, St Malachy's V Shandonagh and Kilbeggan Shamrocks V Ballynacargy being the games in Section A. Section B sees Milltownpass V Rosemount, St Mary's Rochfortbriodge V Ballinagore and Caulry V Tang make up the first round in this years championship. At Junior level, Section A comprising the sole Junior clubs sees Devlin V Moate All Whites and Multyfarnam V St Joseph's on Friday 19th April with Loughnavalley V St Pauls and Milltown V Ballycomoyle completing the programme on Saturday 20th April. Section B of the JFC sees 10 teams in action and this section comprises the second teams of a number of Senior and Intermediate clubs. The pairings are Athlone V St Marys Rochfortbridge; Garrycastle V Coralstown/Kinnegad; St Lomans Mullingar V Caulry; The Downs V Mullingar Shamrocks and Tubberclair V Killucan with all matches on Friday 19th April.  Westmeath club football has provided strong competition over the past number of years and there is certainly plenty of fare on offer next weekend. It is a long road until the respective finals in October 2013 and while there may be some obvious favourites in each grade, there is always the prospect of a surprise of two along the way. Whatever your team is, do go along and support them next weekend, who knows they may be County champions in the autumn in their respective grade.

World Mini Games:

The World Mini Games 2013, has this week launched a competition to Design the Mascot for this years Games. The competition is open to everyone, and whether a rough representation in crayon, or a computer drawn intricate design, all will have a chance of winning as the Games organisers are looking for inspiration more than anything else. The winning entry will not only see their design come to life, but will also win an iPad for themselves and a €1000 sports voucher for the Club, School, College or Organisation of their choice.   There will be 2 qualifiers picked each Friday for the next 3 weeks, and the winner will be chosen on Friday, 26th of April, and there is no limit on the number of entries, so get drawing. 

The World Mini Games, featuring over 30 adult sports, the 2nd Irish Sports Summit in Cork City Hall, a Sport and Lifestyle Expo in Cork County Hall, and fantastic family programme on Corks Carrigrohane Road, is set to welcome thousands of visitors to Cork from the 23rd to the 25th of August.  And entry to all the sports events is open to participants of every level and ability.

2013 Rehab Athlone People of the Year Award Winners Announced

Rehab People of the year awards

The winners of the 2013 Rehab Athlone People of the Year Awards have been chosen. The eight winners will be honoured and presented with their awards at a gala evening in the Radisson Hotel on Friday 26th April. The compère for the evening RTÉ’s John Murray will introduce each of the eight winners and entertainment will be provided by Simon Casey and his 3 piece band.

The Rehab Athlone People of the Year Awards, now in its ninth year recognises those who have made outstanding contributions to their local community, as a member of a group or an individual. This year’s eight winners come from a wide range of backgrounds including sport, community, charity and individual achievement arenas and were nominated by readers of the Westmeath Independent.

Johnny Pettit, Area Manager, National Learning Network said, “These eight fantastic award winners join an elite group of previous winners representing many of our local unsung heroes who give of their time, expertise and dedication voluntarily to their communities.  Their achievements, work and commitment to their local community is commendable and I would encourage everyone to come along to the gala award ceremony and support and honour our award winners”.

This year’s winners are as follows:


St. Brigid’s GAA Club of Kiltoom are being honoured for their achievement for winning the All Ireland Club Championship.Their commitment to excellence in sport, their dedication to achieving the highest accolade brings positivity to the area in a recession and shows what hard work and dedication can do. The redevelopment of their facilities in Newpark, Kiltoom, as well as winning three Senior  Roscommon Football Championships and a Connacht title in 2006, and the appointment of a full time coaching officer are all testament to the tremendous success of St. Brigid’s.  St. Brigid’s are providing members of the community, young and old, with a fantastic opportunity to exercise and socialise in excellent facilities.

Shane Lafferty, from Monksland, won a Gold medal at the European Transplant & Dialysis Games in Croatia in singles bowling, beating off stiff competition from representatives of 28 other countries. The games involved over 300 athletes from 28 countries throughout Europe. The European Transplant & Dialysis Games celebrate life through sport and promote organ donation. The Irish team consisted of 26 members including 17 men and 9 women who range in age from 18 to 74.  The Transplant Team Ireland of which Shane was a member arrived home with 50 medals; 14 gold, 15 silver and 21 bronze.  His considerable achievement despite diversity will be honoured by the People of the Year Awards among family and friends gathered to honour his success. 

Jack Donohue, aged 19, is being honoured for his brave actions last year when he rescued a man from drowning.  At 11pm on the 5th July a car crashed and plunged into Coosan Point, Athlone. When Jack Donohue arrived at the scene with his mother, Jack grabbed a lifebuoy and entered the water, without even thinking of himself. He swam out a considerable distance in the dark to the drowning man.  He reached the car and opened the door and put the lifebuoy around the driver and pulled him out of the car and took him to safety where emergency services were waiting. The man made a full recovery. It is selfless brave acts like this that deserve our recognition and applaud.

The Athlone branch of the Irish Countrywomen’s Association (ICA) is honoured for the important role it has played in the lives of women in Athlone over the past 60 years. The ICA came to Westmeath when Ballinafid Guild was established in 1945. The Athlone Guild celebrates their 60 year anniversary this year . The organisation boasted hundreds of women in its ranks and provided a platform on which they could discuss issues that mattered and where they could develop their own creative and home based roles within their own communities. Membership had decreased in recent years, but with the RTÉ ICA  Bootcamp programme the organisation has seen a revival highlighting the considerable skills the members of the ICA have and the contribution they have and continue to make to the fabric of family and community life. The ICA is about women having a voice and being heard; it is about support, support in the community and support in family life; it is about sharing and caring; it is about giving.

Damien Delany is honoured for his services to the local marine community and water safety. He has been involved in the Inland Waterways activities for many years. He has been instrumental in the IWAI Athlone Branch serving many roles - a former Commodore of the Lough Ree Yacht Club, a former Commodore of the Shannon Rally, a former Chairman of the Athlone Peoples Regatta, and is currently Lifeboat operations manager of the RNLI rescue service on Lough Ree.  He has worked tirelessly for many years to establish a rescue service on Lough Ree and has co-ordinated the fundraising activities for the RNLI for years. 2011 saw the official opening of the RNLI’s 44th lifeboat station in Ireland and become a declared search and rescue asset on Lough Ree serving the counties of Longford Westmeath and Roscommon. Damien has played an active part in fundraising for the Royal Canal Amenity Group,  particularly for the restoration of the western end of the Royal Canal, participated in campaigns for bridge clearance; power line clearance; adequate water levels; unobstructed navigations; etc to enhance the safety and pleasure of boating on the river Shannon.  Boaters, anglers, sailors, pleasure cruisers, divers, swimmers, and all other water users are safer as a result of the installation of a lifeboat service on Lough Ree
 
John Butler a former Fianna Fail councillor and Mayor of Athlone is honoured for his volunteer work with Tidy Towns and Scouting Ireland. John is currently chairman of the Athlone Tidy Towns committee and works tirelessly to ensure Athlone improves its marks year on year. John has been responsible for thinking strategically about the tidy towns and changing its focus from just addressing litter. The concept of Tidy Towns has evolved from litter control to a wide range of activities, involving communities, schools and training groups and developing strong partnerships within the community spreading the responsibility and empowering all groups to address the towns appearance overall.  John’s other passion and life long commitment is the scouts in Athlone. His name is synomonous with the scouts and his voluntary contribution to the association is commendable.  In addition he has been instrumental in developing the superb Portlick Scouts Campsite, a park of 2.2 hectares of camping space with dry out facilities providing canoeing, kayaking, sailing, camping, archery, wall climbing, orienteering and a range of scouting activities for scouts from all over Ireland.

Tina Ellife is honoured for her work with the Irish Pilgrimage Trust. She plays an active part in Group 172 in South Roscommon that brings eleven young people to Lourdes every year.  The group fundraise annually raising considerable sums to ensure all eleven get to travel to Lourdes for the Pilgrimage. The Group 172 has very close links with a group of cyclists from Shannonside Cycling that cycle annually and fundraises for the group. The Irish Pilgrimage Trust is a registered charity in Ireland, and for over 40 years the Trust has been travelling on pilgrimage and on holiday to Lourdes with young people with special needs from all over Ireland.

Mark Rohan, a former gaelic footballer with Castledaly,is a double Paralympic and World Champion Handcyclist. He trains 20-25 hours a week, and is an inspiration to all. His determination, focus and drive has seen him win many championships and accolades.  He represents Ireland in paracycling. He has a series of amazing successes against the world’s best paracyclists, winning World Cup gold medals in Dubai and Kent, and European silver in Spain. He went on to take gold in the Paracycling World Championships in Canada, a first for Ireland and perhaps the greatest sporting highlight in Mark’s career was his Olympic wins in 2012. He is currently training from the next championships and has attracted national and international sponsorship to help him in his amazing career. Mark is a second time recipient of the People of the Year Awards such is his amazing achievements
