Senior Hurling Semi Finals:

The Senior Hurling Semi finals on Sunday 15th September provided interesting and entertaining fare despite difficult weather conditions at Cusack Park. First up was the clash between Clonkill and St Oliver Plunketts with the defending champions being red hot favourites to progress to a seventh successive appearance in the final. However, the script certainly didn’t go to plan for the Loughegar men as Plunketts finally overcame their semi final hoodoo to qualify for a first ever Senior final appearance for the Mullingar men. It didn’t look hectic for the town side as they held a slender lead at half time. They dug in though in the second half and the 1-9 to 1-8 win saw the men in Green & White deservedly progress to the final on Sunday 13th October. Indeed it is all of 46 years since Plunketts forerunners Pearses contested a Senior final in 1967 and all of 51 years since a Hurling team based in Mullingar won the final when Pearses beat Raharney in 1962 by 2-9 to 3-5. There certainly should be plenty of excitement around Robinstown in the weeks ahead. The second semi final saw Castletown Geoghegan outline their championship credentials as they accounted for Lough Lene Gaels by 1-19 to 2-09. The Black & Ambers looked very good at times and though the Gaels did work hard, it was the south county side who always looked the more accomplished side on the day. Castletown last contested the final in 2011 when they lost by two points to Clonkill and they are looking for their first championship since 2004. The clash between St Oliver Plunketts and Castletown Geoghegan will be a unique one and certainly should whet the appetite of Hurling supporters from all around the county and further afield. The County final is set for Sunday 13th October.

Paul Bealin & Brian Hanley ratified as Managers of Senior teams for 2014.
The ratification of managers for the County Senior Football and Hurling teams took place at the County Board meeting on Wednesday 11th September. There was change at the helm for the Senior Football team with Paul Bealin taking over from Pat Flanagan while Brian Hanley remains with the Senior Hurlers for 2014. Both men are wished the best in their tasks for the coming season.

Football Championships Next Weekend:

Saturday 21st September is decision day for twelve teams in the Senior, Intermediate and Junior Football championships with three double headers on offer in Cusack Park, Rochfortbridge and Kinnegad.  In the Senior Championship, Garrycastle and The Downs meet in the Quarter final with Rochfortbridge being the venue. Garrycastle will be favourites to progress but The Downs made everyone take notice with their fine display against Mullingar Shamrocks last time out. It promises to be a fascinating encounter and is down for a 5-30pm throw in. The curtain raiser to this game is the Intermediate relegation final between neighbours Ballinagore and Kilbeggan Shamrocks. Both sides played out an exciting draw at Shandonagh a couple of weeks ago and it is likely to be very closely contested again this time out. In Cusack Park, both semi finals of the Intermediate championship take place with four very evenly matched sides looking for a place in the County final. St Malachys and Milltownpass open proceedings at 4-00pm while Ballynacargy and Caulry contest the second game at 5-30pm. All four teams have shown flashes of brilliance during the league stages and all four teams have also shown a level of inconsistency in their results also. So where will the victors come from?  Its very hard to call with perhaps St Malachys and Ballynacargy showing maybe slightly better form than Milltownpass and Caulry at this stage. However, I certainly wouldn’t stand over that prediction in any way as they are all very capable outfits indeed and the reverse is as likely to happen. In Kinnegad, the two Junior semi finals take centre stage with Moate All Whites playing Mullingar Shamrocks at 4pm and St Pauls playing St Lomans Mullingar at 5-30pm. Moate will be looking for revenge here as Mullingar surprisingly beat them at this stage last year. That may be the motivation they need to reach the final. In the second semi final, St Pauls who have been there or thereabouts over the past number of years will be hoping to make the final after a two year gap. They will have it difficult against St Lomans Mullingar who were impressive winners over Milltown in the Quarter final but I will plump for Moate and St Pauls to make the final, narrowly.

County Final Dates:

The dates for the County finals in the various grades of Football and Hurling are as follows;
Saturday 5th October: Intermediate Hurling Final
Sunday 6th October: Junior Football Final
Sunday 6th October: Intermediate Football final
Sunday 20th October: Senior Hurling Final
Sunday 20th October: Senior Football Final

Admission Charge for Under 16’s

Please note that there is a €3 admission for Under 16’s for County Semi finals and finals as was in place last weekends games.

More FREE Parking Days Needed to Aid Businesses

Athlone Chamber acknowledges the suggestion from Cllr Kevin 'Boxer' Moran at the September meeting with Athlone Town Council, who called on the local authority to give free car parking in the town on the odd Friday or Saturday, along with the usual free parking days in the run-up to Christmas in a bid to help local retailers. Cllr Moran commented, "The biggest benefit to this would be get people into Athlone, benefit businesses in the town centre and that in turn, would help the council." His proposal was supported by Sinn Fein's Paul Hogan, who said he previously highlighted the idea of free car parking over the four weekends before Christmas and the amount of money at stake was not that substantial.

Athlone Institute of Technology (AIT), Westmeath GAA and the European GAA are making final preparations for weekend of 19-20 October as Athlone prepares to host European GAA’s season finale, the 2013 O’Neill’s European Gaelic Football Championship finals.

Over 500 players representing almost 20 countries in more than 30 teams are expected to take part, along with travelling friends and club members who will be joined by many families of Irish players based in Europe. Over 80 games will take place over two days at the AIT campus in what is the largest “Gathering” event in Westmeath this year.

This major GAA event in Athlone will see the town become not only the centre of Ireland, but also the centre of Gaelic sports in Europe for the weekend. It is the culmination of another fantastic Gaelic games season in Europe that has seen participation from almost 70 clubs in 24 countries.

Looking forward to the event Liam Ó Néill, Uachtarán, Cumann Lúthchleas Gael said: “It is an exciting period for the GAA in Europe to reach the climax of their season in Ireland. It provides a fantastic opportunity for their Irish players and non-Irish players to be a part of the GAA Gathering celebrations. The promotion, development and enjoyment of our games in Europe is clear for all to see and I wish all players, teams and officials a warm welcome and the very best of luck in Athlone.”

Pat Quill, Uachtarán, Cumann Peil Gael na mBan echoed these sentiments adding “Gaelic games continue to go from strength to strength in Europe and ladies Gaelic football plays a key role in this growth. The fastest growing sport in Ireland has a strong and diversified identity in Europe and we are glad they can come ‘home’ for their European finals.

According to Brian Sheehy, Meath native and Chairperson of the European GAA: “This year’s finals will be a celebration of an amazing season on all fronts for European GAA. Throughout the year in all codes, the players, clubs and officials have put in huge effort, commitment and sacrifice and it is brilliant to end the playing side of our season with a big marquee event such as this in the magnificent facilities at AIT.”

Looking forward to welcoming the visiting teams, Gordon Brett, Sport and Recreation Manager at AIT said: “We are delighted to welcome everyone to AIT where they can experience the superb sports and other facilities that has already hosted the Sigerson Cup and Community Games this year.”

“This will be the largest event in Westmeath’s celebration of the Gathering and fits in perfectly with Athlone’s celebration of its designation as a European Town of Sport for 2013 which Westmeath GAA is proud to support,” added Sean Sheridan, Cathaoirleach of Westmeath GAA.

Know Your Rights: Jobs Plus scheme

Question

What's the new JobsPlus Scheme?

Answer

JobsPlus is a new cash incentive to encourage employers to employ jobseekers from the Live Register. The Department of Social Protection will pay the incentive to the employer monthly in arrears over a two-year period. It will provide two levels of regular cash payments to employers depending on how long the jobseeker has been unemployed - €7,500 (paid over two years) for people who have been unemployed for a year and €10,000 (paid over two years) for people who have been unemployed for two years. The employee does not get any extra payment.

To qualify, both the employee and the employer must meet certain conditions.

Eligible employees must have been getting Jobseeker's Benefit (JB) or Jobseeker's Allowance (JA), or signing for credits and:

•    Have been at least 12 months (312 days) on the Live Register in the previous 18 months or
•    Have been at least 24 months (624 days) on the Live Register in the previous 30 months

People who are taking part in internships under JobBridge and the Work Placement Programme (WPP) and who were getting a qualifying payment before their internship may be employed directly from these schemes once the required qualifying period and conditions are satisfied. Employees can get confirmation of their eligibility for the JobsPlus scheme even if they have not yet found a suitable job. A list of frequently asked questions for employees is available on the JobsPlus website, jobsplus.ie.

Eligible employers must be registered as a PAYE employer with the Revenue Commissioners and be compliant with Irish tax and employment laws. The employer must offer employment of over 30 hours per week, spanning at least 4 days per week. The eligible employee must be on the payroll and subject to PAYE and PRSI. A list of frequently asked questions for JobsPlus employers is available on the JobsPlus website, jobsplus.ie.

Know Your Rights: Non-Principal Private Residence Charge arrears

Question

My cousin who lives in England never paid the Non-Principal Private Residence (NPPR) charge on a property he inherited in Ireland because he was not aware of the charge. What should he do to ensure that his affairs are in order?

Answer

The Non-Principal Private Residence (NPPR) charge was introduced on 2009 for residential property that is not the owner's only or main residence. This charge is payable to the local authority. The NPPR continues to apply for the year 2013.The NPPR will no longer be charged after 2013, but outstanding liabilities and payments will still be collected and these can be substantial.

The NPPR charge is €200 for each relevant property you own on 31 March each year and it should have been paid by 30 June each year. A late fee of €20 was charged for each month, or part of a month, after 30 June of each relevant year. These fees and penalties increase each month and if you have never paid the NPPR, the total due since 2009, together with late fees and penalties, would now be well over €3,000. A table of charges available online at nppr.ie shows how much is due. For example, if you were liable for the NPPR since 2009 and have never paid it, you will owe €3,720 in October 2013.

Your cousin should arrange to pay the outstanding charges for 2009, 2010, 2011, 2012 and 2013 plus the late fees that have accrued. He should register the property and pay the charge online at nppr.ie or else use a paper form.
He should also ensure that any other taxes and charges have been paid – such as the Household Charge (payable on the property for the year 2012 in addition to the NPPR), the new Local Property Tax (LPT) and the septic tank registration charge (if relevant).

Know Your Rights: Applying for a Debt Relief Notice

Question

I lost my job a couple of years ago and I have large credit card debts that I ran up over several years. I live in rented accommodation and get a weekly Jobseeker's Allowance payment. Is there anything I can do to reduce my debts?

Answer

You may qualify for a Debt Relief Notice (DRN). This is one of three new debt resolution mechanisms introduced under the Personal Insolvency Act 2012  for people who cannot afford to pay their personal debts. The DRN is for people who have very low disposable income or assets and meet a set of eligibility criteria. It allows for the write-off of qualifying debt up to €20,000, subject to a three-year supervision period.

In general, you can qualify for a Debt Relief Notice (DRN) if all of your debts are unsecured and if your total debt to all your creditors adds up to €20,000 or less. Credit card debts are unsecured debts. You will only qualify for a DRN if, after deducting certain outgoings, you would be left with a net disposable income of €60 per month or less. The outgoings include payment of debts that are outside the DRN process and reasonable living expenses, which are assessed using detailed guidelines.

You must apply for a DRN through an Approved Intermediary (AI). You can choose an AI from the Register of Approved Intermediaries published by the Insolvency Service of Ireland (ISI). You must disclose all details of your financial affairs to the AI, who will then advise you whether or not you meet the conditions for a DRN, the consequences, any alternative options, and the fees (if any) that you may have to pay.

Several Money Advice and Budgeting Service (MABS) companies have been authorised to act as AIs. If you are thinking of applying for a DRN through MABS, you will first need to answer some questions to check if you satisfy the eligibility criteria. You will need to assemble all the relevant information about your debts, assets, income and circumstances. You can use the MABS pre-screening guide to help with this. Further information is available from the ISI's helpline 0761 06 4200 (Monday to Friday, 9 am to 6 pm) and from its website isi.gov.ie. Citizensinformation.ie has detailed information about DRNs and other insolvency options.

Know Your Rights: Declaring a vehicle off the road

Question

I'm travelling abroad for work for six months and I won't be using my car from November. I understand that there have been changes to the way you declare your car is not being used.  How do I declare it off the road?

Answer

New procedures have been introduced for declaring a vehicle is temporarily off the road. This means that you do not have to pay motor tax for that period. (Previously you could make a declaration to a Garda that the car had not been used in a public place after the car had been off the road for a period.)

You are required to declare in advance that your vehicle will be off the road and not in use for a period of between 3 and 12 months using a Declaration of Non-Use of a Motor Vehicle Form RF150 (available online or from your local motor tax office, Garda station, Citizens Information Centre or library). You submit the completed form RF105 to your motor tax office. You do not need to have the form witnessed at a Garda Station. The declaration must be for full calendar months, starting on the first day of a month and ending on the last day of a month.

At the latest your declaration of non-use must be made in the month your current motor tax disc expires. If motor tax arrears are due the arrears must be paid and the vehicle taxed for a minimum of three months before you will be able to declare the vehicle off the road. A vehicle can be used during the period of a non-use declaration in only two cases: to bring it to and from a test centre for an NCT test or bring it for repair after a re-test (and back).

During the period covered by the declaration of non-use you must keep your car parked off the road and not in a public place to avoid a liability for motor tax.
You can read a list of frequently asked questions about vehicle-off-road procedures on the Department of the Environment and you can get more information from citizensinformation.ie.

Westmeath GAA Notes by Aidan Walsh (County PRO)

Leinster Senior Club Hurling Championship:

Castletown Geoghegan bowed out of the Leinster Club Senior Hurling championship when losing by 1-15 to 1-13 to Mount Leinster Rangers of Carlow in an absorbing contest. The Carlow champions came to Cusack park with a good reputation on the back of their third successive County title. In a game where both teams were evenly matched throughout the extra slice of experience was probably a telling factor in the end.  Castletown Geoghegan fielded with one change from their County final victory as Joe Clarke was unavailable due to work commitments. They home side made the most of their opportunities in the opening half and led by 1-7 to 0-5 at half time with Alan Mangan getting the three pointer. Niall O Brien was accurate from placed balls and the black and ambers were certainly much the happier side at the break. The Carlow champions needed a good start to the second period and the gained huge momentum from an early Edward Byrne goal which brought them right back into the game. The winners had and edge in physicality overall and while Castletown battled with determination and skill, the Carlow champions won the second half by 1-10 to 0-6.  With home venue to look forward to in the provincial semi final, they won’t fear the Dublin champions in two weeks time. Castletown Geoghegan will be a little disappointed that they failed to build on their first half performance but they have had an outstanding year and were worthy Westmeath representatives on Sunday.

Leinster Senior Club Football Championship:

St Lomans Mullingar entertain the Dublin Championn on Sunday 10th November in the Quarter final of the Leinster Senior Football club championship. St Lomans came through their opening game against Old Leighlin narrowly but deservedly and will be hoping to progress further against Ballymun Kickhams or St Vincents. The Dublin county final ended in a draw after extra time on Sunday with the replay on Wednesday 6th November in Parnell Park. No matter who wins their replay, the task facing St Lomans will be a tough one. Last season Ballymun won Leinster defeating Mullingar Shamrocks en route before losing narrowly to St Brigids(Roscommon) in the All Ireland Club final. St Vincents are the kingpins of Dublin club football and will be equally proficient operators should they win in Dublin. Westmeath and Dublin club teams have crossed swords on a number of occasions with the most significant victory at club level for Westmeath just two years ago when Garrycastle defeated St Brigids in the Leinster final in Tullamore. St Lomans are more than capable of qualifying for the provincial semi final. It won’t be easy but I would expect Declan Rowley & his management team to be very interested spectators in Parnell park on Wednesday. The extra game will not help whatever team wins in Dublin as they will have only a very short recovery period. Every advantage helps so hopefully St Lomans will be able to make the most of it. The match is down for a 2-30pm throw in at Cusack Park on Sunday 10th November.

Leinster Intermediate Football Championship:

Following on from their game in the Leinster Senior Hurling championship at the weekend, a large number of the Castletown players will take the field again next weekend for St Malachys in the Intermediate Club championship. St Malachys play Geraldines(Louth) on Sunday 10th November in Haggardstown with the game at 2-30pm.

Leinster Junior Football Championship:

St Pauls bowed out of the Leinster club Junior football championship at Rochfortbridge on Sunday 3rd November when they were defeated by Birr of Offaly. The Clonmellon side led at half time by a point but found the Offaly champions too strong in the second half as they lost by 3-09 to 1-09.

The Downs GAA Play

The Downs are hosting the Seamus O'Rourke play The Quare Land on Saturday 23rd November. Philip Ganly RIP

It was with great sadness and disbelief that we learned about the tragic death of young Maryland footballer Phillip Ganly, a fine young man, who had so much more to offer. We express our deep sympathy to his family and friends and to everyone at Maryland GAA. Ar dheis Dé go raibh a anam dílis

Mullingar Shamrocks 1-11 : 5-11 Garrycastle

The seniors qualified for the Feis Cup final with a good win over the home team on a miserable afternoon in Springfield last Saturday. Both sides were without several regulars and showed all the signs of players that had been out of competitive action for several weeks. With a very strong wind at their backs Garrycastle needed to build up a good lead by half time and they did just that, with goals from Gary Dolan and Paddy Mulvihill (2) helping them to a lead of 3-7 to 1-3 as they turned round to face the elements.

Shamrocks needed a good start to the second half and quickly added a point, but in the next few minutes Paddy Mulvihill and Gary Dolan both struck again for goals to put 16 points between the teams. Shamrocks continued to battle a losing cause and while they added some good points the goals they needed never threatened and Garrycastle ran out clear winners. They will now face county champions St. Loman's in the final, possibly in two weeks depending on Lomans' progress in the Leinster championship.

GARRYCASTLE: Cathal Mullin, Gary McCallon, Enda Mulvihill, Tom McHugh, Anthony Larkin, John Gaffey, James Dolan, Neill Rattigan      (0-1), David O'Shaughnessy (0-1), Johnny McGuire, Gary Dolan (2-2, 1 free), Enda Keena (0-1), Paul Mulvihill, Paddy Mulvihill (3-4), Dessie Dolan.
SUBS: Mark McCallon (for Gary McCallon), Padraig Cosgrove (0-2, for Paul Mulvihill), Emmet Keena (for Enda Keena).

The Department of Lifelong Learning at the Athlone Institute of Technology is delighted to announce that it has received funding from Springboard to fund 25+ part time places on its newly developed Certificate in Social Media Applications and Sales, HETAC Level 6, one year part time programme. The programme will be delivered in the Athlone Institute of Technology over 16 hours delivered on Thursday and Friday, with the occasional Saturday, for one year commencing this December 12th... The application deadline is Friday 29th November.

Springboard offers job seekers free higher education courses part time and was first launched as part of the Government’s Jobs initiative in May 2011.  Dr Michael Tobin, Head of Department said that ‘he was delighted to be in a position to offer this programme ‘free’ to all jobseekers actively seeking employment. The list of those eligible is endless. It also includes those on One parent family allowance, Carer Allowance; those currently participating on Community Employment Schemes, Rural Social Schemes, Tús, Jobsbridge; those on social insurance credits; and, those that were previously self-employed, to list but a few of the categories.’
‘Many organisations specifically SME’s locally and nationally are seeking individuals who understand and possess social media applications competence, aligned with sales knowledge and ability, when seeking new staff.  Indeed, all recent government publications point to the need for job seekers to have competent IT skills and social media applications is just one of these areas’ He added.

The main aim of the Certificate in Social Media Applications and Sales is to provide learners of all backgrounds with the opportunity to explore and develop their interest in Social Media and Sales.

This is an innovative programme which has been designed to give participants a sound framework in social media and sales.  Where, the programme will expose the learner to training in the Role of the Manager, Learning to Learn with Social Media, Computer Applications, Sales and Marketing, Sales Theory and Practice, E-Business, Financial Accounting, Social Media Applications, and Social Media Sales and Marketing.

The course will also comprise learning in the area of professional development, career planning and CV preparation.  All participants will also have to complete a 4 week work placement project, sourced and arranged by themselves.

Entry requirement to the program is based on an individual being a mature student (23 years of age) or if younger to have a Leaving Certificate Grade D3 in five subjects at ordinary level (or equivalent) to include mathematic and a language (English or Irish), or equivalent.

Dr Tobin urged those interested in applying to do so as soon as possible. The closing date for applications is Friday November 29th.  Interviews will be held shortly after this date and the course will commence on Thursday 12th December at 10am.  Further details are available on the Springboard website at www.Springboardcourses.ie or from Ms Janine King at The Department of Lifelong Learning at JKing@ait.ie or 09064 83054.
Finally, Dr Tobin advised that application is solely via an online application on the Springboard website at www.Springboardcourses.ie

Launch of Athlone at the heart of Christmas campaign

Athlone.ie has launched a Christmas marketing campaign called “Athlone at the heart of Christmas” to encourage people to shop in Athlone & environs and to promote and create an awareness of the quality, value and choice on offer in and around the town this Christmas. The campaign will run through the Christmas period until early January to take in the sales.

For the first time in several years both locals and people living in neighbouring counties and towns will  be targeted to come to Athlone for Christmas shopping and festivities. A coordinated, branded marketing campaign  will promote Athlone as a Christmas Shopping Destination, incorporating web, radio, press, signage and social media. Organisers hope that the campaign will showcase Athlone as an excellent destination for quality, good value shopping.

The campaign has been further enhanced by Athlone Town Council providing free parking to the public. The Mayor of Athlone, Cllr. Gabrielle McFadden said that “Athlone Town Council was fully behind the campaign and was delighted to contribute by providing free public car parking for the three weekends in the lead up to Christmas”. Speaking from her own experience as a retailer, she said that “the free parking and Giveaway Competition will certainly provide  additional incentives for people to come to Athlone to do their Christmas shopping”. She said that she has always been  a keen advocate of shopping locally and her mantra is “by keeping business in Athlone we keep Athlone in business”!

A Christmas Giveaway Competition with fantastic prizes will form part of the campaign. Entry will be online via a Christmas information section on athlone.ie (www.athlone.ie/christmas) from 2pm on Friday 8th November to 2pm on Wednesday 18th December. Winners will be annoucned before 5pm on Wednesday 18th December.

The Christmas section on Athlone.ie will showcase information on shopping, deals, events, Christmas parties, accommodation, family entertainment, free parking, late opening etc. All local businesses and organisations will be asked to support the campaign and provide athlone.ie with details of their Christmas offerings and events. Retailers in the town are also asked to offer special discounts to customers and to consider opening later or on Sundays to accommodate customers.

The campaign is supported by Athlone Town Council and the Lough Ree Mid Shannon & Athlone Marketing Group, who recently developed the brand ‘Athlone at the heart of it’ in association with Lakelands and Inland Waterways. The brand material is freely available for Athlone businesses and organisations to use, contact the athlone.ie office for further information.
